Add command-line options to condor_gpu_discovery to report multiple instances of each GPU

Description

Implement -repeat [<N>] and -packed. These flags change DetectedGPUs to the form “0, 1, 0, 1” and “0, 0, 1, 1” respectively (when N is 2).

These command-line flags must work with -uuid and -simulate.

Patch is ugly, but works with -uuid and -simulate. Tested with 1 and 2 GPUs, 2 and 3 repeats, and with and without -packed.
