Rename the StarterLog emitted by condor_starter -classad

When the startd boots, it runs condor_starter -classad to probe the capabilities of the starter and the machine in general. A side effect of this test is a dprintf log named StarterLog in the log directory. While this log is useful, it is confusing to admins. Frequently when asking for the StarterLog, admins send us this log, which is not the log we are looking for. Let's rename this to StarterLog.startup to be more clear what is going on.

“Startup” seems too general. But I am soliciting better names

Could we just rename it StartupLog? StarterLog.setup is still “a” StarterLog.
