Don't send an ad invalidating hibernate information (or at all) on shutdown

We should also think about why an invalidation ad also invalidates its corresponding offline ad; would changing it so that only offline-marked invalidation ads and non-offline-marked update ads were the only ways to invalidate offline ads cause problems, or just avoid this problem?
