Send daemon core signals via TCP rather than UDP by default

Description

When we send "signals" as daemon core messages (which we always do on Windows), we should use TCP rather and UDP by default. The current code uses UDP whenever it thinks that the target is a DC daemon with a UDP port, but this does not currently work when AES is the only available encryption method.

CODE REVIEW All is good. Just needs version history. Do we need to document USE_UDP_FOR_DC_SIGNALS?
