Set up building oasis pull requests with travisci.org

Description

travisci.org is a free service for doing continuous integration of open source packages inside a VM. It is very well integrated with github pull requests, automatically running whenever anybody submits a pull request or updates one, and marking each request with a red X for failure or green check mark for success. Set up the oasis-server github repo to use this to build an oasis rpm, install it, and run some basic unit tests.

The VMs that are launched are Ubuntu. See the htcondor-ce config and build script for a great example that runs rpmbuild inside of a CentOS 6 docker container.
