Drop MIS VO from vo-client

Description

The mis VO data still references a cert issued by the OSG CA, which 1. isn’t included in our CA bundle anymore and 2. has surely expired. Since the mis VO is only used for updating CA/VO data on the OASIS login host, the only info we need to keep for it exists in the mis.yaml in Topology.

When the new vo-client is built, we need to rebuild (https://opensciencegrid.org/technology/software/container-development-guide/#triggering-container-image-builds) the hosted-ce and xcache containers
