Investigate replacing linkchecker with html-proofer

Description

For our MkDocs CI validation, we use linkchecker to validate links (https://github.com/opensciencegrid/doc-ci-scripts/blob/master/verify) but it's a deprecated tool. Each doc area has its own travis.yml (https://github.com/opensciencegrid/technology/blob/master/.travis.yml) that uses the `doc-ci-scripts` repo as a sub-module for common scripts/

The IRIS-HEP homepage (https://github.com/iris-hep/iris-hep.github.io-source/blob/master/.travis.yml#L24) is using html-proofer (https://github.com/gjtorikian/html-proofer), so let's investigate if it's a better tool than linkchecker.
