Refresh updated records if change in the topology

Description

The GRACC summarizer only downloads the topology XML and cache it once a day. If there is an urgent need to refresh/update records we need to document for Operations how we can manually refresh things as it appears recalculation is based only on the cached information. From the exercise, we need to know how delete the cache, re-summarize month(s), anything else (to restart) on the GRACC Frontend?

This request originates from situation where the CE resource (UERJ site) was removed in error from topology (see also Freshdesk #23758). While gratia-probe was reporting to the GRACC, no records have been sent further to the APEL accouting. It needs to be added for the GRACC Ops who should be contacted from the APEL team to make sure updated records are in the accounting portal as well as request WLCG office regenerate reports (web docs here) if this is for the past month(s).
