/cvmfs/singularity.opensciencegrid.org images should include .singularity.d directory

Description

Pulling images from dockerhub with a modern version of singularity creates a .singularity.d directory, but those are not being created for the images in /cvmfs/singularity.opensciencegrid.org. I noticed that the publishing machine hcc-cvmfs-repo has a very old version of singularity installed and thought that might be the reason, but I checked the cvmfs-singularity-sync code and it appears to me that it doesn't use singularity to do the docker download at all. It may have predated that singularity feature. Perhaps the best thing to do is to upgrade singularity and switch cvmfs-singularity-sync to using 'singularity build --sandbox imagepath docker://imagerepo/imagename' instead of implementing the docker downloads itself.
