Add new voms2.fnal.gov DN

This means that we have to update the Fermilab, DES, and Dune lsc files and vomses entries and drop the CDF VO.

These will apply for Fermilab, DES, and DUNE vo's.

If you have any other VO's in the package with DN's like that, they should not be there anymore.

There are vomses entries for cdf as well, which have the same DN as the other VOs hosted on voms*.fnal.gov. I think this may mean we want to remove our cdf entries all together, but I'd like to verify with someone. Email sent to Steve.

If we are unsure, we can just merge the above PR as-is, and worst-case the obsolete cdf entries shouldn't break anything, I think.
