Changes from 0.8 to 0.8.1:
This should at least go into osg-testing. I'm ambivalent about putting it in release, because:
0.7 -> 0.8 contains general bug fixes that will be useful for all users
0.8 -> 0.8.1 contains only a temporary bug fix ("LOCAL_CREDMON_KRB_MODE") that we shouldn't advertise it's meant specifically for osg-connect people (and perhaps other OSG staff and close collaborators)
We could release 0.8 and keep 0.8.1 in osg-testing, but that seems like a waste of time to me. said it's safe for all users to upgrade to 0.8.1.

I added a patch that fixed the EL8 issue. VMU tests are green: https://osg-sw-submit.chtc.wisc.edu/tests/20201001-1651/packages.html. I repeated the manual tests I described above for EL7 and EL8.
