Add 3.6 "news" page

Description

Since we’re moving to a fully rolling release where we will limit announcements to highlight important changes, let’s start a single page for OSG 3.6 “news”. I imagine this working similarly to the Arch Linux front page (https://archlinux.org/). Then we can add a link to it from the release notes page (https://opensciencegrid.org/docs/release/notes/).

The initial 3.6 announcement should:

  • Highlight the big software changes, especially the exclusion of GridFTP/GSI

  • Note the backversioning of HTCondor/HTCondor-CE from what was promised

  • Note the lack of XRootD , XCache, etc in the release

  • Note that the software stack isn’t yet fully supported on EL8

  • Plus the usual tasks (e.g., what we did for 3.5.0 https://opensciencegrid.org/docs/release/3.5/release-3-5-0/ ):

    • Noting the 3.5 retirement timeline

    • Noting packages dropped
