Add "el9" koji channel, add it to the builders, and make sure el9 builds use it

Description

EL9 builds currently use the "default" channel meaning they might land on kojihub0000. We don't want that because it puts load on the hub and uses memory which there isn’t a lot of on that VM. Also kojihub0000 is EL7; we knew that EL7 hosts can’t do EL8 builds, I guess they can’t do EL9 builds either. All of Carl’s builds that failed in the buildSRPMFromSCM step ran on kojihub0000.

I ran 8 EL9 scratch builds and verified that all of them ran on kojibuilder* and not kojihub0000. Resolving.
