condor_config_val -summary should output a valid config, but it does not when the current config has values with newlines in them. condor_config_val -dump has the same problem.

The output of these are also hard to read because the multiline values run together with other values with no clear separation between them.

The various verbose outputs of condor_config_val that print key=value should be modified to emit @=end/@end instead when the value is multiline
